Medical assistance is provided free of charge to citizens of the Russian Federation, foreign citizens, stateless persons upon granting:
the document proving the identity;
compulsory health insurance policy.

Depending on the patient's condition, medical care can be provided in an emergency and planned manner.
When providing medical care for emergency and urgent indications, the patient is taken out of the queue and without an appointment. Emergency medical care is rendered without delay. The waiting time for the provision of primary health care in urgent form is no more than 2 hours from the time of treatment.
When providing routine medical care, the reception of planned patients can be carried out either by appointment in the clinic or by electronic recording www.registratura.volganet.ru.
The waiting time for conducting diagnostic instrumental and laboratory studies in the provision of primary health care is no more than 7 working days.
In the provision of primary specialized health care in the planning form, a priority of no more than 10 working days from the time of treatment is allowed.
Organization of hospitalization of patients:
1) in the presence of indications for emergency hospitalization according to the order of the Ministry of Health of the Volgograd region, the attending physician organizes the transportation of the patient to the nearest hospitals by sanitary transport within a period of no more than 2 hours from the moment of determining the indications for hospitalization;
2) sending the patient to the planned hospitalization is carried out by the attending physician.
The patient has the right to personally get acquainted with the medical documentation reflecting the state of his health. At the request of the patient, he is provided with necessary extracts from medical documents, as well as copies of medical documents reflecting his state of health, if these documents do not affect the interests of other parties
The patient agrees to the processing of his personal data. In the case of a patient's incapacity, consent to the processing of his personal data is given in writing by his legal representative.
In the event of a patient's death, consent to the processing of his personal data is given in writing by his heirs, if such consent was not given by the patient during his life
The primary medical records (originals) are kept in the registry, not given to the patient. If it is necessary to use it within the medical organization, the employees of the medical organization ensure the delivery of documentation at the place of destination and are responsible for its safety. The provision of medical assistance to a citizen (patient) is carried out on the basis of his informed voluntary consent to medical intervention, which is stored in the primary medical documentation.
Medical interventions for minors under 15 years of age, drug addicts under the age of 16 years, citizens recognized incompetent, are carried out with the consent of parents or legal representatives, issued in accordance with the procedure established by law. In the absence of parents or legal representatives, the decision on medical intervention takes a consultation, if it is not possible to collect a consultation - the directly attending doctor on duty with subsequent notification to the higher-level officials of the medical organization, parents and legal representatives of the child or citizen recognized incompetent.
Free medicines in the clinic are provided only with the provision of emergency medical care in accordance with the standards of medical care and a list of vital and essential drugs, medical products and supplies used in the provision of outpatient care within the Territorial Program of State Guarantees.
